The digital signature in Costa Rica is divided into natural person and legal person signature. In order for a certified legal entity signature to be applied by a company or institution, it must have the certificate issued by the Central Bank of Costa Rica (BCCR). The digital signature infrastructure or organization is composed of the Ministry of Science, Technology and Telecommunications (MICITT), which is the regulating entity, the BCCR, which issues the certificates, the registry offices, which are the banks with SINPE connection where users can purchase the signature, and finally the users of the signature. A digital certificate is an electronic file issued by a certification authority (CA) after validating the identity. A user, with an intermediate knowledge in computer science, can create a public and private key to sign documents, using free software such as Adobe Acrobat, but it requires a CA, against which it is verified that the signer is who he/she claims to be. The CA in Costa Rica is BCCR. The process for acquiring a digital certificate involves following a rigorous protocol of the Central Bank of Costa Rica, which is necessary because of the implications of issuing a digitally signed document, which can affect people and things. Prior to the acquisition of the certificate to sign on behalf of the TEC, or Electronic Seal, it was necessary to acquire special equipment approved by the BCCR, which included a server and an HSM device, which complied with the requirements of the BCCR. The process for the acquisition of a digital certificate involves following a rigorous protocol of the Central Bank of Costa Rica, which is necessary due to the implications of issuing a digitally signed document, which can affect people and things. Prior to the acquisition of the certificate to sign on behalf of the TEC, or Electronic Seal, it was necessary to acquire special equipment approved by the BCCR, which included a server and an HSM device that complied with the requested standards. The electronic seal certificate was delivered to TEC by the central bank on July 27, 2017 and is valid until July 26, 2021. In addition to acquiring the E-Stamp, software was developed, called WCF service, which allows systems to send an unsigned Pdf document and retrieve it signed. The acquisition of the Electronic Seal is an important effort and advance in the TEC, ahead of other universities, allowing to have a powerful tool to avoid printing documents, saving paper and associated costs, in addition to providing the conditions to improve services and optimizing IT resources. The following table compiles the information as of March 2017, of the approximate amount of printed documents, and that can be issued in electronic format signed with electronic seal. Some documents can be more than 300 sheets such as legal books or financial reports.
